MF-01 / UNSENT PROCUREMENT AND TEAM BRIEF
These are request scopes, not quotations, orders or outreach records.

LASER: 1064 nm CW; deliver 2.0 W intercepted at the mirror after all optical losses.
Ask supplier to specify source headroom, RIN spectrum over measurement bandwidth,
warm-up/drift, polarization, beam geometry, isolation, modulation leakage, safety
interlocks and total integration cost. A nominal 2 W source may be insufficient.

VACUUM: 400 mm chamber is provisional. Confirm balance envelope, access, optical
ports, feedthroughs, grounding, pump vibration isolation, cleanliness, bake limits,
outgassing and pressure/thermal diagnostics after mechanical design review.

CAPACITANCE: request bridge specification at actual frequency and load; force
calibration requires measured dC/dx, voltage traceability, alignment and parasitics.
Published bridge sensitivity alone is not an electrostatic-force uncertainty.

POWER CALIBRATION: ask NIST for 1064 nm calibration near actual delivered power,
applicable detector/transfer chain, uncertainty and coverage, current price, lead
time, shipping and recertification. Historical service fees are not current quotes.

INDEPENDENT REPLICATION: request scope, availability, instrument and team
independence, attainable uncertainty near 13 nN, calibration chain, controls,
raw-data rights, publication of null results, conflicts, schedule and price.
Do not list any lab or individual as committed without their written acceptance.

TEAM: experimental lead owns design/acquisition; metrology lead owns traceability
and covariance; independent reviewer signs an artifact-specific PASS/REVISE/HOLD.
Founder owns procurement/funding and contributor consent. Government scientists
must be approached through approved institutional channels; personal paid consulting
availability must not be presumed. Budget actual effort, fringe and facilities.

FUNDING: obtain separate capital funding for owned equipment. Confirm NSF cost
eligibility with the program before proposing; do not split integrated equipment
into supplies to evade thresholds. Separately fund foreign replication unless the
funding agreement officer grants the required written exception. No rental fallback
is adopted without changing the founder's owned-apparatus requirement.
