Established electromagnetic principle · illustrative geometry
Light leaves with rightward momentum. The surface receives the opposite lateral recoil.

Every outgoing beam belongs in the calculation.
A dramatic field pattern is not the same as a large net force. The whole object responds to the balance of incoming and outgoing momentum, including reflected light, transmitted light and thermal radiation.
What the geometry changes
An optical pattern can delay different parts of an electromagnetic wave. The resulting interference redistributes light between directions. Grating period, feature shape, thickness and material response all matter. The geometry can also create resonances, but the efficiency and bandwidth of those resonances must be calculated and measured.
From a beam angle to a force
For normal incidence in vacuum, a selected outgoing beam carrying a fraction η of incident power P at an angle θ contributes a lateral recoil −ηP sin(θ)/c. This simple expression assumes that the remaining outgoing light has no net lateral momentum. Real devices require summing every outgoing direction, not just the brightest spot.
Force can become torque
A force applied away from a device’s center of mass also produces a torque. Placing controllable optical regions at different positions could let a surface adjust orientation as well as translation. The mechanical response depends on the moment arms, inertia, illumination and unwanted forces; a beam-steering demonstration alone does not establish attitude control.
Where the opposite momentum goes
With an external laser or sunlight, photons and the illumination system participate in the momentum exchange. If the source, surface and light catcher all sit on one isolated assembly and no momentum escapes, internal optical forces cannot provide sustained net self-acceleration. A trapped or resonant field does not remove that complete-system requirement.
QUESTIONS THAT MATTER
Does geometry create additional energy?
No. Passive geometry redistributes electromagnetic energy and momentum. Active tuning also requires an electrical energy budget.
Can a surface steer without tilting?
Some metasurfaces can change their optical scattering while their macroscopic orientation stays fixed. The available angles, efficiencies and wavelengths depend on the device.

The strongest near-term concept is a hybrid: graphene provides tunability while patterned structures and supporting layers create the optical response.
