The funding assumption needs correction.
NSF 26-511 lists a Phase I maximum of $305,000 and a 4 March 2027 deadline. The ceiling includes direct and indirect costs and applicable fees; it is not a hardware purchasing allowance. A Project Pitch invitation precedes the full Phase I application. Eligibility, technical novelty and commercial relevance still require substantiation.
Official solicitation ↗Linked Phase I instructions prohibit equipment purchases at the defined threshold ($5,000 and service life over one year, or a lower organizational threshold). STTR requires at least 40% for the company and 30% for the research institution. Work generally must occur in the United States; foreign exceptions require written funding-agreement-officer approval. Foreign travel and publication costs are not permitted under these instructions.
Official budget instructions ↗Separate the capital and research plans.
Do not assume this award can buy the owned balance or fund work in Dresden. Identify separate capital financing and a separately funded replication contract unless an applicable written exception is secured. Do not divide integrated equipment into supplies to evade the equipment rule. Have the institutional grants office verify the proposed cost treatment.
PI eligibility is conditional.
The solicitation does not require a degree, but does require the company PI’s primary employment at the small business during the award, appropriate work authorization and minimum effort. STTR adds a research-institution co-PI; SBIR does not use a co-PI. No individual or university is appointed here.
Eligibility and personnel requirements ↗The quoted total omits major costs.
The plan’s listed allowances sum to $123,000–$241,000, rather than its rounded $125,000–$240,000 headline. They omit priced PI/metrology labor, fringe, indirect costs, facilities, freight/tax and contingency. The $90,000–$165,000 apparatus range is a planning estimate, not a complete verified bill of materials or a quotation.
The earlier site allowance of $77,000–$189,000 has a different scope. Do not add the two apparatus ranges together or present either as a committed purchase price. Reconcile quantities and scope through a reviewed bill of materials.
Quote before committing.
- Laser: specify 2 W intercepted at the mirror after losses, with source headroom and noise requirements.
- Chamber: confirm the provisional 400 mm geometry against the approved mechanical design.
- Bridge: specify operating frequency, parasitics and calibrated capacitance gradient.
- NIST: request the actual 1064 nm transfer-chain scope, uncertainty, current fee and lead time.
- Replication: request attainable uncertainty and data/publication terms before naming a partner.
Prepare this week.
Finalize the independent-review scope, obtain institutional contact routes, assemble an eligible pitch and request comparable quotations. These are open actions: no invitation, pitch, quote request, grant application or purchase has been submitted by this build.
